Summary

update acceptance criteria sync to reuse existing records when ids are available instead of always deleting and recreating
expose acceptance criteria ids to the ticket UI so final saves can update existing checklist items
persist checkbox toggles immediately from the saved checklist while keeping checklist text edits batched until the normal ticket save

npm run build
php artisan test tests/Feature/Projects/ProjectTicketControllerTest.php tests/Feature/Api/TicketApiTest.php
