Summary

Rebuild the project template overview, creation and editing screens in the Emerald design system with localized English text, responsive layouts, configuration summaries and linked-project impact information.

Reuse a shared form with immutable edit slugs, accessible validation, loading/error/retry feedback and unsaved-input protection.
Confirm template deletion and explain its effect on linked projects; keep internal base templates hidden and preserve template-selection links.
Fix an existing validation failure when saving a template with no linked projects: the impact acknowledgement is now excluded when it is not needed. Linked projects still require explicit acceptance. Inheritance and override rules are unchanged.

Validation

18 targeted PHPUnit tests passed (124 assertions): ProjectTemplateControllerTest, ProjectTemplateOverrideTest, ProjectTemplatesUiTest, LocalizationTest.
Browser behavior checks passed: create/edit request payloads, slug locking, acknowledgement, deletion/cancellation, validation/network/server retries, missing source, unsaved inputs and template navigation.
Keyboard focus and 320/390/1440px layouts checked in light and dark themes; screenshots visually inspected.
ESLint, production build, Pint and final Vue/TypeScript check passed.
Build retains existing warnings for unresolved Inter font URLs. npm scripts were run with --force only to bypass the repository's pnpm-only package-manager gate; dependencies were unchanged.

Ticket: KAN-46. Both dependencies KAN-24 and KAN-39 are already included in the refreshed main base.
