+If implementation or verification requires a missing program, SDK, runtime, toolchain, or platform component, do not download or install a temporary copy in `/tmp` or another temporary directory. Do not use an ad hoc toolchain as a workaround. Tell the user which prerequisites are missing, ask them to install them permanently and confirm when installation is complete, and wait for that confirmation before continuing dependent work. This rule applies to every implementation task in this project.
